I. A NEW ERA
English - the new planetary language
The spread of English as a universal language is a clear
cultural sign of the globalization taking place at the end
of the century, but the teaching of English as a second
language in traditional schools is unsatisfactory all over
the world. There is insufficient awareness of the impediment
to globalization that the inability to communicate in
English represents. Once again education looks elsewhere
instead of mobilizing sufficient material and human
resources to resolve such a serious and urgent problem.
Great strides could be made in the learning of any
foreign language, for example through easy access to
videoconferencing and Internet from school or home.
Unfortunately communications costs are still too high. At
current rates being charged by telecommunications companies
nobody would even learn their own language, let alone a
second language! However, this situation cannot continue for
long given the growth of digital links between people and
the elimination of state and private monopolies. This trend
towards deregulation is a hopeful sign for globalized
education.
